科學(xué)系統(tǒng)的監(jiān)測(cè)和數(shù)據(jù)收集是海洋漁業(yè)研究的基礎(chǔ)，在漁業(yè)管理體系中占有重要地位。海洋漁業(yè)監(jiān)測(cè)是一項(xiàng)復(fù)雜的系統(tǒng)工程，涉及漁業(yè)生產(chǎn)和資源動(dòng)態(tài)等多個(gè)方面。盡管?chē)?guó)內(nèi)外研究機(jī)構(gòu)在該方面均投入了大量精力，也取得了一定的進(jìn)展，但在實(shí)施有效的漁業(yè)監(jiān)測(cè)和數(shù)據(jù)收集工作方面仍然存在諸多技術(shù)和工作挑戰(zhàn)。為了進(jìn)一步傳播可持續(xù)漁業(yè)理念，我們必須更有效地獲取和分享關(guān)于捕撈行為、種群動(dòng)態(tài)以及漁業(yè)科學(xué)和管理等領(lǐng)域的知識(shí)。目前我國(guó)的漁業(yè)監(jiān)測(cè)體系尚不完善，漁業(yè)監(jiān)測(cè)數(shù)據(jù)和相關(guān)研究成果也未能很好地應(yīng)用于漁業(yè)管理中，導(dǎo)致海洋漁業(yè)管理缺乏必要的科學(xué)支撐，制約了我國(guó)海洋漁業(yè)的可持續(xù)發(fā)展。對(duì)于我國(guó)這個(gè)世界上最大的漁業(yè)國(guó)家來(lái)說(shuō)，建立一個(gè)以科學(xué)為基礎(chǔ)的、可持續(xù)的漁業(yè)管理框架尤為緊迫。
2018年，在青島海洋科學(xué)和技術(shù)試點(diǎn)國(guó)家實(shí)驗(yàn)室舉行的第一屆海洋漁業(yè)監(jiān)測(cè)和管理國(guó)際討論會(huì)(下文稱(chēng)為“第一屆研討會(huì)”)首次嘗試應(yīng)對(duì)這一挑戰(zhàn)。第一屆研討會(huì)引起了漁業(yè)學(xué)界的熱烈反響和好評(píng)。為了保持這一良好勢(shì)頭，我們希望邀請(qǐng)國(guó)內(nèi)、外漁業(yè)科學(xué)家、管理人員、專(zhuān)家和利益攸關(guān)方共同參加新一屆的研討會(huì)。第二屆海洋漁業(yè)監(jiān)測(cè)與管理國(guó)際研討會(huì)將由廣東海洋大學(xué)、the Marine Fisheries Partnership (MFP) at the University of Maine （USA）、南方海洋科學(xué)與工程廣東省實(shí)驗(yàn)室（湛江）、中國(guó)水產(chǎn)科學(xué)研究院黃海水產(chǎn)研究所、中國(guó)海洋大學(xué)、海洋科學(xué)與技術(shù)試點(diǎn)國(guó)家實(shí)驗(yàn)室(青島)海洋漁業(yè)科學(xué)與食物產(chǎn)出過(guò)程功能實(shí)驗(yàn)室共同主辦，廣東海洋大學(xué)承辦。第二屆研討會(huì)將成為世界海洋漁業(yè)監(jiān)測(cè)和管理最新研究進(jìn)展的交流平臺(tái)，進(jìn)一步促進(jìn)全球海洋漁業(yè)科學(xué)研究和管理的合作，并為實(shí)現(xiàn)我國(guó)可持續(xù)漁業(yè)和健康海洋生態(tài)系統(tǒng)目標(biāo)提供堅(jiān)實(shí)的科學(xué)基礎(chǔ)。
第二屆海洋漁業(yè)監(jiān)測(cè)與管理國(guó)際研討會(huì)將于2019年11月30日至12月3日在廣東省湛江市廣東海洋大學(xué)舉行，我們誠(chéng)邀各界同仁參會(huì)，熱烈期盼您的加入！
1．會(huì)議日程及主題
2019年11月30日全天：報(bào)到注冊(cè)；
2019年11月30日下午/晚上：會(huì)前研討會(huì)；
研討會(huì)為與會(huì)者提供討論更廣泛的感興趣的研究主題的機(jī)會(huì)。議題尚未確定，以下是2個(gè)備選議題：
（1）漁業(yè)管理的數(shù)據(jù)支持（如，漁業(yè)管理中的數(shù)據(jù)共享應(yīng)用：障礙、挑戰(zhàn)和機(jī)會(huì)）；
（2）漁業(yè)管理相關(guān)能力建設(shè)（如：培訓(xùn)、教育和同行審查框架）。
2019年12月1日白天：專(zhuān)題報(bào)告和研討，專(zhuān)題包括：

The 2nd International Symposium on Marine Fisheries Monitoring and Management
（The First Announcement）
In fisheries science and management today, monitoring and data collection are critical issues. Despite years of progress, many technical and operational challenges remain in implementing effective fishery monitoring and data collection frameworks in fisheries around the world. To further disseminate our vision of sustainable fisheries, we must devote even more effort to the acquisition and sharing of knowledge in fishing behaviors, in stock dynamics, and in many other areas of fishery science and management. For China, the world’s largest fishing nation, developing a science-based, sustainable fisheries management framework is an urgent challenge.
In 2018, the First International Symposium on Marine Fisheries Monitoring and Management (referred to as “the first symposium” below), held at the Pilot National Laboratory of Marine Science and Technology in Qingdao, first attempted to address this challenge. The first symposium generated enthusiastic academic response and approval. To maintain this momentum, we, the organizers, would like to invite Chinese and international fishery scientists, managers, experts and stakeholders back together to the sequel of the first symposium. The Second International Symposium on Marine Fisheries Monitoring and Management will be jointly hosted by the Guangdong Ocean University, the Marine Fisheries Partnership (MFP) at the University of Maine, the Guangdong Provincial Laboratory of Marine Science and Engineering in Southern China (Zhanjiang), the Yellow Sea Fisheries Research Institute, the Ocean University of China, and the Function Laboratory for Marine Fisheries Science and Food Production Processes, Pilot National Laboratory for Marine Science and Technology (Qingdao). The second symposium will be a platform for the exchange of the latest advancements in fisheries monitoring and management around the world. We hope this symposium will promote further collaborations and researches in science and management in the near future, all with the goal of providing a sound scientific foundation to China’s effort to achieve sustainable fisheries and healthy marine ecosystems in mind.
The Second International Symposium on Fisheries Monitoring and Management will take place from November 30th to December 3rd, 2019 at the Guangdong Ocean University in Zhanjiang, Guangdong Province of China. We welcome you to join us.

7. General requirements
All participants are invited to register and submit abstracts. The submitted abstracts will be reviewed for their acceptance by the Organizing Committee. The accepted abstracts will be published in the book of abstracts distributed to all symposium attendants.
We invite you to register for either oral or poster presentations. We encourage presentations related to the conference theme, but not limited to the listed topics. Presentations will be evaluated for inclusion based on likely degree of interest, uniqueness of topic, and their quality.
We also invite you to submit a paper related to the conference theme after the event by January 31, 2020. Selected papers will be published in a special issue of Aquaculture and Fisheries (Preparation of manuscripts for Aquaculture and Fisheries should follow the guidelines provided at http://www.keaipublishing.com/en/journals/aquaculture-and-fisheries).
● Abstracts: must be submitted by October 30, 2019.
● Posters: must be submitted for printing by November 15, 2019 (Posters must be vertically oriented (landscape) and 36 inches wide by 48 inches high).
